You'll probably ditch most cav after forming Qing so it's a big investment going into aristocratic and espionage. It's mostly about sieging anyway, so if you took a military idea first it would be offensive.Just make sure not to fight in unfavorable terrain. Your first goal is to conquer at least 13 provinces with Jurchen culture. You already start with 7 and we need 20 to form Manchu. Conquering Haixi, Nanai, and Xibe is enough.
